Access Request Review
When a Data Access Request Form is submitted, data stewards initiate an internal review by contacting the Data Access Committee (DAC).
The DAC consists of representatives from Data Provider. ELIXIR Luxembourg members can be also part of the DAC based on the specific Data Access Commitee Models chosen by data provider.
During the assessment, DAC will look for evidence of the requestor being qualified for use of the data, review intended use of the data, its purpose, and its alignment with dataset specific use restrictions and validates the data access request based on any applicable data access policy. Specifically, DAC considers following key factors:
- Geographic location of the requester’s institution or work address.
- Intended use of the data.
- Validity and relevance of ethics approval.
- Alignment between project description, data analysis plan, and lay summary.
- Justification for requested data and retention period.
- Compliance with dataset specific use conditions.
Note
The DAC may also request additional information if needed. Typical review time is up to 3 weeks, depending on dataset use conditions and availability of DAC members.
Decision of data access committee
Requestor is informed of the outcome once the decision is made. In case of negative decision, requestor is notified with justification, and the request procedure ends.
If the request is approved, our legal department, supported by data stewards, will reach out to start the legal negotiation process.
