Collection of Basic Information
Initial details about the dataset and intended service usage are gathered through the Pre-submission Inquiry Form form captures key aspects such as:
- Nature and classification of the data
- Estimated data volume
- Access model (controlled or open)
- Embargo requirements
- Submitting institution or organization

Request Assessment
Each submission is evaluated based on:
- Alignment with ELIXIR Luxembourg’s mission
- Compliance with applicable legal and ethical frameworks
- Technical feasibility within the ELIXIR Luxembourg infrastructure
The ELIXIR Luxembourg committee will review the request and inform the provider of the outcome. Additional information may be requested to support the decision-making process.
Potential Grounds for Rejection
- Excessive data volume beyond infrastructure capacity
- Unjustified embargo periods
- High sensitivity or risk associated with data processing
- Lack of relevance to the life sciences domain
- Overly restrictive access conditions
- Insufficient transparency or provenance of the data

Rejection may occur at any stage—during the pre-submission phase or even during service delivery if conditions of the legal framework are violated.
Legal Agreement Preparation
If the request is approved, the submission will be assigned a unique identifier used throughout the process. Based on the provided information, ELIXIR Luxembourg will draft a legal agreement reflecting the selected service options.
